All forgiveness is, is the act of halting a punishment on someone. He'll forgive you given enough time, he just won't forget.

If Sasuke does or doesn't forgive him in not a choice Itachi can deny, he's stepped out of the role of guiding his brother's life that the elder played for so many years. So he doesn't say anything.]
